Sociology requires a robust theory of how local circumstances create social order. When we analyze social structures not recognizing that they depend on groups with collective pasts and futures that are spatially situated and that are based on personal relations, we avoid a core sociological dimension: the importance of local context in constituting social worlds. Too often this has been the sociological stance, both in micro-sociological studies that examine interaction as untethered from local traditions and in research that treats culture as autonomous from action and choice. Building on theories of action, group dynamics, and micro-cultures, I argue that a sociology of the local solves critical theoretical problems.   • [ Virtual Government–Citizen Relations — Administration & Society ] Public administration theory and practice suggest that e-government, citizen participation, and government–citizen collaboration are contributing to a movement toward New Public Service—as opposed to Old Public Administration and New Public Management. We explore this by focusing on the relationship between the Washington, D.C., police and local residents via online discussion groups. We ask, How do police interact with citizens virtually? How are these interactions structured? and Are they informational, transactional, or collaborative? We conclude that the bulk of activity is informational, a fair amount of activity is transactional, and less activity is collaborative. Thus, the relationship most closely approximates Old Public Administration, rather than New Public Management or New Public Service.   • [ The Origins and Restriction of Efficiency in Public Administration — Administration & Society ] This article is primarily a study in the history of the concept of efficiency. It is argued that efficiency originated in Aristotelian ideas about causality and acquired a broad, substantive meaning of “moving force.” This meaning of the term was dominant well into 20th-century studies of public administration. In the course of the 20th century, however, efficiency became predominantly understood as “technical efficiency”: a ratio between resources and results. This connotation is especially clear in the explicit “textbook” definitions of efficiency. Nevertheless, we claim that the substantive meaning of efficiency is still around, and even at the heart of much criticism of efficiency. Technical efficiency obscures that efficiency in public administration is to be assessed in the light of public values.   • [ Relações de poder no projeto de Economia de Comunhão ] essa pesquisa se restringe a uma tentativa de análise do Poder nas empresas de Economia de Comunhão. Primeiramente, pesquisou-se, junto a empresários representativos, uma visão comum para caracterizar o objeto. Em seguida, realizou-se um estudo de caso em uma das principais empresas que se enquadram no conceito de Economia de Comunhão. O método de análise de conteúdo foi utilizado para a extração de ilações sobre o comportamento do fenômeno Poder nessas organizações. Os quadros analíticos produzidos sobre as entrevistas fornecem indícios que demonstram idiossincrasias nas formas de exercício do poder dessa nova proposta de gestão vis-à-vis as disseminadas amplamente no sistema produtivo. Seguem indicações de novas ferramentas para acompanhar políticos, seus votos, suas promessas, o processo legislativo:

Congresso Aberto ( congressoaberto.com.br ) faz o acompanhamento do processo legislativo brasileiro. Trata-se de uma iniciativa de dois cientistas políticos brasileiros — Cesar Zucco e Eduardo Leone —, ambos professores nos Estados Unidos.

Blog de estatísticas eleitorais Vox Publica ( blogs.estadao.com.br/vox-publica ), do jornalista José Roberto de Toledo.

Faz falta por aqui ferramenta web como as que os americanos tiveram em 2008, em especial o On The Issues ( ontheissues.org ), vencedor do prêmio Pulitzer 2009 de jornalismo, e o PolitiFact ( politifact.com ), que construiu um “Obamômetro” para acompanhar as promessas de campanha de seu presidente.

O site Extrato Parlamentar, hospedado no site do Movimento Voto Aberto ( extratoparlamentar.com.br ), oferece uma ferramenta que calcula a afinidade política entre o internauta e os deputados federais. Assim, o eleitor pode saber quais são os candidatos que pensam de forma mais parecida com ele.

O funcionamento é simples: o internauta responde a 12 perguntas sobre projetos votados nominalmente na Câmara dos Deputados (se é a favor da Lei da Ficha Limpa ou se queria a prorrogação da CPMF, por exemplo) e o site compara as respostas com a posição de cada deputado. Depois, um modelo matemático ranqueia as respostas, mostrando quais os deputados mais afinados com o internauta em seu Estado e no país, com base no percentual de coincidência nas opiniões.

O site foi desenvolvido através de uma parceria entre o Voto Aberto e o grupo de Estudo Legislativos do Centro Brasileiro de Análise e Planejamento (Cebrap). O Cebrap forneceu as informações sobre processo legislativo necessárias para a elaboração do algoritmo que permite o cálculo de afinidade parlamentar realizado no site, dando suporte técnico ao conceito, concebido e desenvolvido por Rafael Lamardo e seus colegas, do Movimento Voto Aberto.

O objetivo do site, em um contexto pré-eleitoral, é prover o eleitor de informações que possam ajudá-lo no momento de decidir seu candidato. Trata-se de uma ferramenta democrática que pretende ajudar a qualificar sua decisão, na medida em que possibilita a avaliação da atuação concreta, sobre temáticas específicas, dos parlamentares ao longo do governo anterior. Cabe frisar, porém, que essa não deve ser a ferramenta principal, nem tampouco a única, utilizada pelo eleitor para formar sua decisão.

A construção da ferramenta de análise de afinidades é realizada através de critérios puramente técnicos e científicos. Não há qualquer viés ou preferência partidária em sua construção.

  • [ The Relational Economy: A Buddhist and Feminist Analysis by Julie Nelson ] Writings on the topic of Buddhism and economics seem to be characterized by two very different attitudes towards economic life. The first, drawing from historical Buddhist teachings in primarily pre-industrial contexts, takes a largely positive view of commerce. The second, in which a modern influence is considerably more apparent, is suspicious of economics at a "systemic" level, and takes an antagonistic stance towards contemporary corporations and markets.   • [ Spirituality and Performance in Organizations: A Literature Review ] The purpose of this article is to review spirituality at work literature and to explore how spirituality improves employees’ performances and organizational effectiveness. The article reviews about 140 articles on workplace spirituality to review their findings on how spirituality supports organizational performance.
