Outra proposta é traduzir os projetos para uma linguagem compreensível, tornando-os mais transparentes. Em dois meses de existência, o Vote na Web computou mais de 8 mil votos. Entre os 110 projetos cadastrados, alguns são considerados utópicos pelos internautas, como por exemplo o que defende a implantação da Banda Larga em todo o território nacional. - [Civic Culture, Institutions and the Performance of Governments, por Peter Kotzian] Civic culture is seen as important for the stability of democracy, but also for the political and economic performance of countries. Just as the economy requires certain individual level attitudes, labeled social capital, for its smooth operating, successful democratic governance requires a certain level of political capital, understood as properties and attitudes of citizens which are conducive for democratic proceedings. Despite strong theoretical arguments, there are few tests of these arguments. In particular, there is a lack of studies comparing the effect of civic culture with the effect of institutions. This paper undertakes an analysis of the relationship between political and social capital on the one side, and the performance of democratic governments on the other side.
